Joe Donovan is a Washington, D.C., attorney and a member of Holland & Knight LLP’s Public Policy & Regulation Group. Holland & Knight is an international law firm with offices throughout the Americas and London, England.

Mr. Donovan has been advising clients in complex transactions for more than 20 years with a focus on counseling privately and publicly held companies, governments, and nonprofit organizations. His practice focuses on two main pillars. The first pillar is as leading energy lawyer with substantial experience in the generation and transmission of electricity, transport of oil and natural gas and development of LNG facilities. Mr. Donovan advises renewable, nuclear, natural gas and other power generation developers, electric transmission owners, interstate oil and natural gas pipeline owners, LNG port developers, landfill renewable gas project developers and project financing entities.

Recent successes include the negotiation of multiple agreements to effectuate the first natural gas power generation project in Afghanistan since before the Soviet occupation (valued at over $250 million) and negotiating an innovative series of agreements related to the optimization of two aging and underutilized LNG facilities using an innovative public-private partnership model (valued at $160 million)l.

In addition to his energy experience, Mr. Donovan has also developed a unique second pillar to his practice in which he supports companies with emerging technologies in the development of their go-to-market strategies and capitalization efforts. Mr. Donovan is retained as outside general counsel for emerging companies in the international finance/banking, internet connectivity, hemp products, international mining, clean hydrogen energy, and cellular app processing sectors.

In addition, Mr. Donovan counsels companies with international product market design and licensing matters in the water, waste management, plastic recycling, road/port infrastructure, and agriculture industries, with focus on bringing these products to countries in Africa, Latin America, and the Caribbean.
